The Job
San Bernardino County's Project & Facilities Management Department (PFMD) is seeking qualified project controls candidates to fill vacancies for Project Controls Estimator*.
The incumbents will collaborate with PFMD Project Managers and Supervisors, providing support independently and as part of a collective effort to complete medium- to large-scale County projects.
Overall, these positions will be expected to employ excellent communication and organizational skills to drive project completion and serve as an enthusiastic ambassador for project management.
POSITION DETAILS PFMD Project Controls Estimators will support the department in a variety of areas.
The department is currently seeking support with project estimation and cost controls.
Candidates will be assigned to project teams based upon their specific skillset.
They may also be expected to perform a blend of the listed duties, as necessary.
Project Controls Estimators will support Project Management Division staff in front-end estimating, programming, and project development.
Project Controls Estimators lead estimating efforts at all levels of project magnitude, utilizing means catalogs and partnering directly with the Supervising Project Manager to prepare preliminary and final cost estimates for capital improvement projects.
During project development, Project Control Estimators visit the project sites and confer with requesting departments to discuss plans for projects as needed.
Incumbents will assist Project Management Division staff in active and closeout project cost controls, including contract negotiations and budget adjustments.
Project Controls Estimators review construction bids for active projects and make recommendations for acceptance.

The Project & Facilities Management Department (PFMD) is a multi-disciplined department of professionals providing San Bernardino County with comprehensive building and facilities services.
The department builds and maintains the majority of the County's vast infrastructure, which includes over 250 facilities.
Several key departments served include Arrowhead Regional Medical Center, Fire District, Sheriff, Probation, Regional Parks, County Administrative Offices, Library, Museum, and many more! The Project Management team is committed to the timely and cost-effective design and construction of projects included in the County's annual Capital Improvement Program.
Additionally, the team is dedicated to providing quality improvements to ensure acceptable and safe environments for County departments and the public they serve.
The Project Management team are forward thinkers, seeking innovative solutions to improve processes, deliver quality services, and develop meaningful relationships with customers.
Additionally, the team are hands-on, independent, and self-motivating, preparing bid packages and advertisements for procurement, negotiating and administering contracts for design and construction, and providing inspection and construction project management services from concept through occupancy.
In addition, the Facilities Management team comprises over 100 dedicated staff who oversee the operations, maintenance, landscaping, and custodial services for most County-owned facilities.
Minimum Requirements Candidates must qualify under one of the following options: OPTION 1 EXPERIENCE: Two (2) years of project controls experience in one of the following disciplines: (1) preparing cost estimates and/or managing and tracking project costs for commercial construction, remodeling/repair, or capital improvement projects; (2) managing capital projects portfolio; (3) administering construction contracts in a public agency.
OPTION 2 EXPERIENCE: One (1) year of project controls experience in one of the following disciplines: (1) preparing cost estimates and/or managing and tracking project costs for commercial construction, remodeling/repair, or capital improvement projects; (2) managing capital projects portfolio; (3) administering construction contracts in a public agency.
-AND- EDUCATION: Fifteen (15) semester (23 quarter) units in Project Management, Engineering, Construction Management, Business/Public Administration, or a closely related field.
A list of coursework or a conferred degree in a qualifying field MUST be provided for consideration.
Note: Residential building experience is NOT considered qualifying.
Desired Qualifications The ideal candidate for these roles will possess: Demonstrated leadership and communication skills.
Proficient in reporting software (such as Microsoft Power BI, Access, and Excel), on-screen takeoff and sketch up software (such as Bluebeam), estimating software and means catalogs (such as RS Means), and Project Management software (such as Aurigo, Procore, E-builder, and PMWeb).
Experience with contract administration and public agency procurement strategies.
