Under the direction of the Departmental Construction and Maintenance Supervisor, the Associate Construction Analyst performs responsible and complex construction, facility maintenance, and energy analysis work as well as administering the state capital outlay program; acts as a technical expert liaison with CCC field units (Maintenance Mechanics), property managers, and the Department of General Services (DGS), including the Office of State Architect (OSA), Office of the State Fire Marshal (SFM), and the Public Health.

Working Conditions The position requires a moderate amount of travel statewide, which varies per month.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Architectural, engineering (structural), general contracting, construction management, and/or space planning experience.
Energy auditing and retrofitting (energy conservation) experience.
Detailed, thorough, focused, inquisitive, analytical, customer service oriented, proactive, self-disciplined, self-starter, motivated and problem-solving skills.
Ability to read and interpret blueprints, construction specification, lease agreements, title reports, SFM inspection reports, and all applicable codes – including but not limited to building, plumbing, electrical, fire and ADA.
Experience in collecting, interpreting, and inputting, from utilities, energy (electrical and gas) and water usage data into programs such as Energy Star Portfolio Manager and The Climate Registry.
Ability to analyze energy and water use of commercial buildings and make conservation recommendation, write project scopes of work, and manage the projects to completion.
