(FIS) is seeking a full-time Joint Interface Control Officer (JICO).
The JICO would support exercise design and execution of training events for Marine Corps units and individuals at the Marine Corps Tactics and Operations Group (MCTOG).
The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and naval integration, and unit readiness planning at the company, battalion, and regiment levels to support GCE Training and Readiness (T&R) events.
*Primary Duties and Responsibilities* · Assist to provide Joint Interoperability and Joint Interface Control Cell (JICC) concepts and support to identify, establish and maintain or replicate the datalink architecture and network design parameters required to connect the various exercise elements within the Joint Data Network (JDN) that support MCTOG exercises.
JICC support shall include Program JDN expertise and Joint Multi-Tactical Data Link (Multi-TDL) operational infrastructure points of contact for interservice coordination and exercise design and planning.
· Assist to design, implement, and optimize deployment or replication of C2 data link devices, BLOS/LOS radios/antennas, Radio Frequency (RF) data link antennas, SATCOM systems/connectivity, deployable C2 kits, Cursor on Target (CoT) systems, and serial data link connections IAW all applicable MILSTD, Joint/Service Instruction, and local TTP direction.
· Assist in providing support to data link connectivity planning and data routing; coordination and deconfliction of ISR units’ assigned Joint Tactical Information Distribution System Unit (JUs); and track blocks both within and between exercise and simulated Combatant Commands (CCMDs) in support to ISR Unit Datalink with associated Primary, Alternate, Contingency, Emergency (PACE) strategy plans integrated as applicable.
· Assist in providing exercise support for the simulated/replicated identification of unique information to support the simulation of tactically actionable and relevant information via TDL of unique friendly, enemy, neutral and Combat Identification Data (CID) information into the JDN IAW MCTOG exercise TTPs, simulated theater guidance, and data owner security requirements.
· Assist to operate, administer, or replicate data link C2/CoT devices/software to include but not limited to: Joint Air Defense System Integrator (JADSI), Joint Range Extension (JRE), ISR Theater Gate Way (ITGW)/Multi-Service Communications Systems (MSCS), RADIANT MERCURY, Link Monitoring and Management Tool (LMMT), /Windows Tactical Assault Kit (WinTAK), Satellite Communication (SATCOM) Beyond Line Of Sight (BLOS) radios/antennas, and LOS radios/antennas.
· Candidate shall have operational knowledge and be able to use multisource correlation tools and Command and Control (C2) hardware and software systems in daily activities, to include, but not limited to: Advanced Field Artillery Tactical Data System (AFATDS), Joint Automated Deep Operations Coordination System (JADOCS), Command and Control Personal Computer (C2PC), Common Aviation Command and Control System (CAC2S), Global Command and Control System (GCCS) Maritime (M)/Joint (J), pH-1, TALON THRESHER, FADE MIST, and AARDVARK.
· Assist to provide education to the training audience and replication for the exercise in the interpretation and publication of theater Operations Task Link (OPSTASKLINKS).
· Assist to provide exercise replication of theater JICCs in order to deconflict and optimize ISR assets or other unit-assigned JUs and track blocks both regionally and worldwide.
· Assist in the development of TTPs as well as other governing documents, regarding deployment, troubleshooting, and operations regarding C2 devices and software.
· Provide primary onsite and virtual training support on: data link/C2 device operators; the design, implementation, and optimization of C2 hardware and software; ISR datalink architecture; and ISR systems, correlation tools, and operational implementation of TTPs.
· Provide advanced technical and tactical expertise to exercise controlling agencies, analyze interoperability issues, provide feedback to controlling agencies · Develop and implement tactical data link (TDL)/common operational picture (COP)/common tactical picture (CTP) training plans, schedules, and status briefings related to interoperability training for each Carrier Strike Group (CSG) or Expeditionary Strike Group (ESG) and provide SGs with pertinent TDL/COP/CTP information.
*Required Knowledge, Skills, and Abilities (Qualifications)* · Five years of experience performing similar duties as a Joint Interface Control Officer (JICO) or equivalent education and experience to perform required tasks such as Joint TDL or Interoperability Courses (e.
g.
JT-101, 102, 201, 301, 310.
) · At a minimum, must have completed Navy ICO course and qualified as an Interface Control Officer, U.
S.
NAVY Enlisted Classification code W24A or other service equivalent.
· Must have excellent written and oral communications skills.
Be able to perform and brief at the action officer and senior executive levels.
· Must be a US Citizen.
· Must have a valid US Driver's License.
· Current Passport maybe required.
*Desired Skills/Qualifications* · Joint Interface Control Officer (JICO) certification with 3 years’ experience with JICO Theater Operations, Strike Group, Air Operations Center, Training Staff Operations, or similar operational equivalent.
· Experience with TDL system configuration and operation, GCCS-M operational, TDL architecture planning, TDL system integration and interoperability, TDL monitoring, ICO, common data link management system utilization or equivalent systems.
*Physical Requirements and Work Environment* · Predominately a garrison/office work environment with some exceptions: o Routine work schedule: M-F 0700 to 1700 o Hybrid work from home available if near a U.
S.
military installation with SIPRNET access o Occasional extended working hours will be required to meet deadlines or during support to exercises o Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.
o Must be able to lift 75 pounds o Must be able to work in austere conditions with temperature and environmental conditions experienced in the High Desert.
· Occasional Field/tactical environments for exercise support.
*Travel* May be required to travel Outside the continental Unites States (OCONUS) to conduct installation, training, or maintenance.
Domestic travel may be required for training and program coordination.
