Help with building codes (La Quinta)

Need someone with experience with building codesto help me plan bathroom, kitchen, and basement renovations.
Needs to be able to show where in the code things say so that I can have the sources.
The property is in unincorporated riverside county.
Can work remotely, just speaking on phone and sending sources in the code.
Pay is $30 per hour.
